VGM: Safety, Health and Environment

VGM stands for Veiligheid, Gezondheid en Milieu (safety, health and environment): the topics with which an organisation, especially in construction and industry, keeps work safe and healthy and limits its environmental impact.

Explanation

VGM is KAM without the K for quality: you manage safety, health and the environment. The term is common in construction, engineering and industry and appears in VGM policy, VGM plan, VGM coordinator and in VCA, the VGM Checklist for Contractors.

A VGM plan describes how an organisation or a project deals with those topics: risks, measures, responsibilities, instructions and emergency procedures. Clients often ask for one at tendering or at the start of the work. What it has to look like depends on the client.

In construction there is also the V&G plan (health and safety plan), a separate document covered by legal rules. Do not confuse the two. Check the official sources for the current requirements, for example the Dutch Arboportaal, and align with your client.

Example from practice

A contractor renovating an office records in a VGM plan which risks there are, who is responsible for what and which instructions employees and subcontractors receive beforehand.
