Management of Change

Management of Change (MoC) is the controlled approach to changes in processes, installations, materials or organisation, so that you assess the consequences for safety, quality and environment beforehand.

Explanation

Many incidents and quality problems occur after a change: a new machine, a different raw material, a modified working method, a different supplier or a reorganisation. With MoC you assess beforehand what a change means and arrange what is needed before it is carried out.

The flow is usually: submit the change, assess the impact on people, quality, environment and regulations, record risks and measures, get approval from the authorised person, implement with instruction and training, and then evaluate whether the result is right. Every step is recorded.

MoC does not replace project management or a risk assessment (RI&E), but makes sure a change does not slip past your risk control. Small changes can also have large consequences. That is why you define beforehand which types of change must go through the procedure, and who may decide on approval.

Example from practice

A factory wants to replace a solvent with a cheaper variant. Through the MoC procedure the safety data sheet is reviewed, storage and PPE are adjusted and operators are instructed before the switch takes place.
